Is there a way of recovering with a dutch bet.

I am currently backing a certain number of horses for a total exposure of £1, if any win, if any win, I win say 30p, if they all lose, i lose £1,

I am currently using a lay up/down but it takes a few races to bet back to normal, instead of using the lay up/down can i use a recovery system to increase my total exposure?

Yes, you can use "Overall loss recovery" to recover your loss. It will place dutching bets so that it wins lost amount if one of the runners wins. Please try it out in simulation mode.

I have tried to set up with a recovery loss, however i left it running overnight but it only used the recovery loss once.

I had accidentally set it to recover 100% rather than broken down.

At loss recovery settings, safety rules tab, you have set minimum ROI (Return On Investment) to 50%, so loss recovery will not be added if return is less. As you are backing first three favorites return is very low and risk is high.

Try it out in simulation mode and set ROI to 1%.
