Verison being used: 3.1.26.1670
Confirmed on Win 10 and Win 11
Action: In a strategy go to Safety Rules, hit +, Select Auto Restart. In the pop-up window that appears go to the time drop-down and it shows....a calendar. HUH?

I can manually type the time (Like 03:00 for 3am) and it's fine.
