How do I get a strategy to respect multiple bets on same market?

Ie, my CSV says back Man Utd at 2.1, and also says back Man Utd at 2.6.

I would like both those bets to be placed.

If you are betting on tips and you imported 2 tips for that selection, then at strategy "Edit" form increase number of bets per selection from 1 to 2 or more.

Then test it in simulation mode.
