Is this possible ?

Horse racing, set an entry at either tick or percentage in running based on the BSP or odds before inplay option.

So for example Horse goes off at 10.0, place a lay at 8.0 ?

You can use "Selection conditions->Price change - steamers/drifters" rule and set it to allow bet placement when Start price goes down by X% or X ticks.

Adjust other strategy rules so that strategy only bets during in play, only BSP markets, price range and set bet type only for selections at which you wish to bet.

Then test it in simulation mode.
