"Overall loss recovery" staking plan has "loss recovery %" option that allows you to recover only X% of loss pot with each bet e.g. 25% will take 4 bets to recover whose loss pot, 50% will take only 2 bets to recover whole loss pot. Please read manual for details on each option:

There is no waiting for bets to settle, but if you wish to place one bet at a time then you can use "Unsettled markets" rule and set it to 1, so that next bet is only placed when previous bet is settled.
