Im getting mixed results with the attached strategy. I only want to place bets say around 20 seconds before race start. But what I've noticed it selects the favorite of a race sometimes 10 mins ahead. I've even had one placed 6 hours ahead. I have two laptops setup same strategy one of the laptops runs as it should. I have the time settings on the laptop setup for my region. I don't know what's going on.

Time to bet rule looks ok. You should exit software and then check your computer time. Make sure your computer date and time are set correctly for selected timezone at your Windows account.

Then try again in simulation mode, it should work.

You can quickly test it after you make changes by removing other market conditions and using simulation mode.
