Either prices steams or drift 15 % or 30 seconds into the race , whatever comes first ?

Yes, but it will also execute 15s after start time.

Its bets that you turn off trailing stop loss and then test this with small stakes or in simulation mode to see how it works.

"Hedge X seconds after start time" is set to 30 seconds. It is not 15s, it is 30s.
