Is there a possibility of using the FORM data to calculate an AND condition. For instance, can we say, "Do not bet on a horse who has FORM sequence of 4,3,2"

You can use "Selection conditions->Filter horses by detailed information" and set your text to compare it with form text.

This can be set to disallow betting on horses whose form ends with 432.
