Is there a way to program the bot to look at the place markets odds compared to win market on horse racing and if the place markets odds are higher than they should be then its a bet. For example if win market is 10 and the place market should be around 3.5 if its higher than 3.5 then its a bet.

You can use rule "Racing - Runner at win/place market favorite/price rules" to check horse odds at win/place market. Make sure both markets are loaded to the main MARKETS grid view. For more details please see manual:
