I have a promising football current score strat but could get better odds with time decay. In short I am looking to:

When score is x back y , if y doesnt occur within 5min close position for no / minimal loss, and re-make original bet.

Is there a way to do this without making multiple strats for every 5min period 0-5, 6-10, 11-15 ... 86-90, 90+ ?

You will need to create separate strategy for each time period, that is best solution.
