If I was to create a strat that sequentially layed a horse in say race 1, 2, 3 & 4 with recovery based on the track, the only way to do so would be to create one strat for each track via the Racing - Venues filter? It would not be possible to use one strat that linked the 4 horses from the one track together?

To allow strategy to bet on single venue/track you should use Racing - Venues filter rule.

Another solution is to manually select horses and import them as tips, then set strategy to bet on them as tips.
