HI,
I would like to set up a function, which if a red card occurs, immediately executes cashout and cancels the bet if it has not yet been matched. Does this function exist?

You can use "After bet rules->Hedge" rule and set it to execute when number of red cards is greater than zero. At "Hedge->Market conditions" tab add "Football - In play statistics" rule and then set it to check number of red cards.

Then try it out in simulation mode.
