Is it possible using the bot to back a market after 60mins of start time to back that their will not be four more goals in the match?

Sure, you can use "Football - Bet when score" rule to allow strategy to bet only when score is one of selected scores e.g. 0:1 or 1:0. Then set that strategy to bet on over/under 4.5 goals market and to Back under 4.5.

Use Time to bet to set it to start betting 60 minutes after market goes in play or Match minute rule if you wish to use match time.

Then for other scores and over/under markets create other strategies.

Yes, you can use "After bet rules->Hedge" rule for that.
