Hello i cant seem to find the settings to lay all in tennis.

You want to place Lay bets on all selections? Then use "Default bet type".
Please read manual for details on how to create strategies and what each rule does, then test it in simulation mode without risking any real money:

Can you set it to place the lays on both players if both are currently at odds below 3. I need it to place the bets if both players have low odds. I don't want it to place any bets if for example player 1 is at 1.8 and the second player is at odds of 4.2.

Sure, you can use "Market conditions->Min/max required price for selection" and set it to check any selection for price range 1.01 - 3.0.
Then at Staking tab add "Min/max number of qualified selections" rule and set min and max to 2. That way at match odds market bets will get placed when exactly 2 selections satisfy all the rules.
