CSV - Comma Separated Value, there is no or/and logic in there, it is just list of values
Rule that uses those values must have options for or/and logic or for start/ends/contains logic etc.

I entered as CSV: Hove,500m
I wanted BOT to only buy "Hove" bets, distance 500 meters.
BOT also bought "Swindon" distance 500 meters.
How to do this in CSV?

Yes, because one of the specified values was contained in that text.
You should use "Racing->Venues filter" rule to allow strategy to bet on specific venues like Hove.

That is venues filter, you cannot use distance or race type at this filter. Please remove 500 entry.
