Handicap Races with over 16 Runners

Is it possible to allow betting on all races with over 10 runners, but to disallow betting on handicap races with over 15 runners (whilst still allowing non handicap races with over 16 runners)?

You will need to create two separate strategies for that, it is not possible to do it in single strategy.
