Selecting ANY Runners - Specific Odds Range

Hi All
Is it possible for me to create a system that will place a bet on all dogs between certain odds example 2.0-4.0 obviously before the start of the race?....when ive tried it im getting not qualified on the over rule of 15% of back and lay and also time to bet of 10s also doesnt work.....
Any ideas please?...
if so so we have one withing bfbm i can use?...
