Why is my 'trade' strategy firing but not my 'no trade' strategy?

I cant figure it out, the only difference as far as I can see, is the hedge bet rule I placed in the trade strat.
Both strategies are betting on same tips. Only 1 bet can be placed per imported tip.
You should import second set of tips for your second strategy with different "Provider" name, then each strategy will have its own tips.
