Use >= "greater or equal" than 2, then if you set it to bet when there are 2 wins/losses or more then it will also bet when there are 3 wins/losses, as it uses consecutive wins/losses.

Set it to start if number of losses is greater than 2, then it will start if there are 2 or 3 or 4 losses etc.

You can add this rule two or three times. One to check each favorite by position.
For example:
first rule to check if 1st fav has 2 or more losses
second rule to check if 2nd fav has 2 or more losses
third rule to check if 3rd fav has 2 or more losses
If all three rules are satisfied then that means that all first three favorites have 2 or more losses, so betting is allowed.
Strategy places bets when all its rules are satisfied, so all three rules would need to be satisfied.
