Sorry, that is not possible. There is no rule that works like that and also paused strategies cannot be automatically started.

Re your recovery it can be done as you want.
Run strats 123 and if their combined loss is above the limit you choose don't pause them just stop placing bets.
Then get strat 4 to bet if this combined loss is met. Restart all 4 when overall profit is in the + and go again.

Safety rules - Max profit/loss for selected strategies -when combined loss is reached do not 'pause' use 'stop placing bets' (Calculate what the loss would be after 4 losing markets).

Then for the 4th strategy use Market Conditions- Only if selected strategy has profit loss in range.

Then Safety rules - Max p/l for selected strategies - combining all 4 strategies restart when in overall profit.
