Bot doesnt take Start Price while in-play. Or it can take SP only before in-play?
BSP bets can only be placed before in play.
You can place exchange bets at whatever start price was by using "Price settings->Price rules" and setting it to place bets at start price. This will not place BSP bets, it will just place regular exchange bets at whatever start price was. This will work only during in play when start price is known.
