Can someone explain why the recovery amounts randomly go up amd down even when the amount has been recovered? shouldn't they be incremental up or down?

It all depends on your loss recovery settings. Some of those bets are at high prices and others are at lower. Higher price means higher liability and from this size is probably limited because of max loss recovery liability setting at loss recovery.
