Time to bet rule

If I use the inplay statistic , allow betting when total minutes are in range, does this have priority over the time to bet ?
Do I need to use both ?

All rules that you add to strategy must be satisfied for strategy to place bet.
You do not need to use both, you can only use one of those, it is your choice.
