Is the cycle speed of the reports tab limited by computer hardware or is it a set speed ?

Reports are generated for each downloaded market prices.
Interval at which market prices are downloaded is set at Tools&Settings->Monitoring settings. This is explained in following article:

Inplaytrading data is updated every 30 seconds.
