Are you able to compare current inplay price with a previous price , either BSP or just before inplay ?

Hi bartlett1982,
You can use "Selection conditions->Price change - steamer/drifter" rule and set it to bet on runners whose price goes up/down by X% or X ticks. This will compare Start Price or recorded Back/Lay price with currently available price for that selection. At strategy "Edit" form, recording prices tab you can set time when to record those prices that will be used for comparison e.g. record prices before start time and set strategy to bet during in play by using "Time to bet" rule.

Is there a way to place an unmatched bet into the market , so the bet is in the market waiting for the price ?

Yes, you just need to adjust price at which bet will be placed by editing "Price settings->Price rules" condition. Please see manual for details on each option in this rule:

Is this scenario possible or am I being too complicated ?
If selection steams by X amount in the first ten seconds after going inplay hedge at Y %. If it doesn't hedge at Z % ?

Rule "Price change - steamers/drifters" is used to place initial bet, not to hedge.
If you want to hedge your initial bet then you can use "After bet rules->Hedge" and set it to execute when price changes by X%. There is only single option for this hedge, so you can only specify one X% value.
