Is it possible to place in running bets at 1.4 on all horses providing the BSP was over 4.0?

Sure, use Default bet type and Default price rules and remove other rules for bet type and price settings. Use Min/max price for selection to check BSP price for price range and adjust time to bet to start betting 0 seconds after market goes in play.

Then test it in simulation mode.

I have tried to back any horse that starts the race over 2.02 to back inplay if it hits 1.99 and it doesn't seem to be working.

At price range turn off option to check prices from before in play, you are checking start price and that is available only after race goes in play.

Try using wider price range for Lay price e.g. 1.5 - 1.99 instead of 1.9 - 1.99.

If you keep having problems then post screenshots of all other settings and of strategy Reports tab. Reports tab will show which rule is not satisfied and is preventing strategy from placing bets.

You removed default "Price settings->Price rules" so strategy does not know at which price to place bets. You must set price at which bets will be placed, so add this rule to your strategy and then try again in simulation mode.

thanks for that, it seems to be working but it is only placing 1 bet per race.

Bet is placed when runner satisfied price range rules. In most races runner that will win satisfies such low price range at the end of race.
