Is there a setting where a strategy will only bet on market if another strategy has not bet on that market. I don't mean selection in that market. I am wanting to filter out markets that already have bets on them.

Sure, you can use "Market conditions->Only if specified strategy has bets" to check if another strategy has or does not have bets on same market that are matched/unmatched.

Would I need to set them to bet at different times. If so how much of a gap would they need?

There is no need to set different time. This rull will also check if bet placement is in progress or not.
